Washington, Colorado Announce Picks For Exchange In-Person Assistance

Vermont DFR Nixes Plan's Assumption Healthier People Will Enroll In High-Deductible Plans

Vermont's Department of Financial Regulation last week sent letters to the state's health insurance exchange (Green Mountain Care) recommending that it approve the rate filings from Blue Cross Blue Shield of Vermont and MVP Health Plan, albeit with some slight actuarial modifications, including requiring BCBSVT to remove its assumption that healthier people would opt to enroll in its high-deductible plan. Rather than use HHS-generated factors in estimated expected claims for its various plans, BCBSVT estimated plan-specific claims of its own, one of which appeared to be that healthier individuals would be more likely to enroll in the high-deductible rather than standard deductible plan, DFR writes.

Businesses Seek Tax Exclusion For Premiums Used To Cover Insurer Fee

Key business stakeholders are urging the IRS to abide by "long-standing" tax policy and allow insurers to exclude payment collected for the purpose of paying the health law's insurance fee from gross income for reporting purposes, arguing that should regulators decided to "tax the tax" the result would be increased insurance costs for small businesses and individuals. IRS proposed a rule in March that suggested such collections will not be excludable from issuers' gross income, yet solicited comments on whether the agency should issue clarification on the topic.

Maryland Moves Forward On State Exchange Without Federal IT Help

Maryland's state-based health insurance exchange passed a key milestone after CCIIO determined the state can move forward without relying on federal IT systems, an exchange spokesperson tells Health Exchange Alert. The exchange said that during its Final Detailed Design Review with CMS it "successfully demonstrated end-to-end enrollment" of a split family scenario, including user log-in, real-time data verification through the federal data hub, enrollment into plans, and payment and filing information that would be sent to an insurance carrier.
